At present we do not know what this device was used on. The package is marked 'Toxic Berilia' which is a misspelling of Beryillia. Beryllium oxide (BeO), also known as Beryllia, is a notable electrical insulator with a higher thermal conductivity than any other non-metal except diamond, and exceeds that of most metals. It is often used to conduct heat from a semiconductor into a heat sink.
The year of manufacture may be embedded in one of the sequence of numbers on the chip but the MEDL name suggests that the device was made in the 1980s
